　　Located in remote and information obturated Dayan Town, Fenghua City. 183 students and about 10 teachers built a normal preliminary school. These students come from fifty to sixty villages. The most remote is far from 8 kms. More than 90% of student live in school. Because of the single economic structure, mainly based on agriculture, the majority of family labours work outside making “unattended children” this special social phenomenon.

　　The reason that Sanxi school caused widespread attention attribute to the two “most” and a person. The two “most” are: there are the most boarder in the depressed area of Ningbo and the most unattended children. And the person is Fenghua Women’s federation president Ge Guidi.

　　Ms Ge is one of exponentials of this “caring trip” activity. In the activity period, we are honored to have the chance to interview Ms Ge. We have been shocked by her affinity, her love to this work, her open mind and the vigorous and resolute conduct attitude.

In March 2007, Zhejiang Women’s federation, Zhejiang education department and Zhejiang Communist Youth league held this activity, could you introduce the background of this activity?

Ge:

Unattended children are the special group in our modern society. This substituted parents-attended children activity is to further implement the central government’s police to strengthen and improve the ideology and moral of minors and execute state council’s spirit “on solving the issue of migrant workers”. In Zhejiang Province, unattended children issue is one of the Ten Most Important Issues to strengthen minors’ ideology and moral.

Airtac:

It is well known that the unattended children in middle and west of China is more than in coastal cities. Then we wonder to know if other province is carrying out this kind of matter and if there is any influence to other province.

Ge:

Because of our rural labor force flow from economically underdeveloped area to developed area, from central and west region to east coastal region, so the distribution of rural unattended children issue shows obvious regional characteristics, mainly concentrates in Sichuan, Chongqing, Anhui, Hunan, Jiangxi, Henan and other labor output centralized provinces. In some region, the percentage of unattended children is 20% or higher.

It is reported that the unattended children percentage is 20% of total children. For solving this matter, the local government of Jiangxi,Henan,Jiangsu and Sichuan established effective policy and obtained good effect. Zhejiang and other provinces are mutually learning and exchanging.

Airtac:

In your opinion, to solving the unattended issue, what is the effective methods in underdeveloped area?

Ge:

In my opinion, to solving this matter, It is better start on two aspects: one is authority’s policy and the other is social support.

In authority, the most importance is accelerating the legislation and introducing relevant policies and exploring the way to establishing a long-term mechanism to solve the unattended children issue at the source address, which include countries should further improve the laws and regulations to unattended children rights, including labor-input-output government introduced specific policies and systems.

In social aspect, it mainly use social support to offer necessary help to unattended children, including recruit substituted-parents, establish various of service institute and carry out help activity, etc. to promote the atmosphere for unattended children. This is a long term policy and need the support of the whole society.

Airtac:

It is reported by Women’s federation, there are 12000 unattended children in Ningbo and 1291 in Fenghua. What is the form for us to executing the “caring trip”?

Ge:

In the early of this year, we and Fenghua education department has carried on the statistical investigation to out-work parents. In that investigation, there are 1291 unattended children. It is sure that this figure is fluctuant as the time. But anyway, our attention to unattended children will not change.

In “thousand mothers adopt children” activity this March, we recruit openly the comprehensive quality, full of love, experienced volunteers as caring mother. In addition, in some unattended children centralized village, we chose some good educated family as the caring center to instruct unattended children’s homework and daily life.

How long does this activity last? In these activities, how is the corporation’s behavior?

Ge:

Unattended children need the love from the whole society. This love should be from the bottom of our heart. It is a long term duty and systematic and arduous project. It just has starting point not ending point. So we choose the combined corporations.

It is satisfying that our activities has been strongly supported by the whole society and many corporation, especially by Airtac. The first RMB 50,000 donate by Airtac has set up the library sport room and music room for LOVE HOME of Sanxi school. Group principals also express that Airtac will keep on building the LOVE HOME and caring these unattended children. It is commendable.

Could you talk about the impression to Airtac?

Ge:

Ge:

15 days marriage vacations, 90 day-long maternity leave are the law regulations. But some companies just pursue the benefit maximization but ignore the employees’ rights and welfare and securities which deserve our high attention.

Ge:

Because of the support of Airtac, Sanxi preliminary school in Dayan town with the most unattended children in our city and the most boarders in Ningbo depressed area, established the first LOVE HOME in our city.
